Advise and give assistance to the supervision consultant on how to obtain work permits if they are new to the country and could also give guidance, if requested, on the procurement of any locally available items. If any action by, or assistance from, the Regional Directorate Director or Team Leader, and give the necessary recommendation.
Close follow up of the land acquisition and right of way obstruction removal process and ensure that they are completed as quickly as possible and the compensation payments are finalized in discussion with and action by, amongst others, the Team Leader, Regional Director and RoW Team Leader. And also monitor the progress to ensure that any other parties involved act efficiently to the removal process.
Conducting Site visit of the area of the Works before the Contractor commences on site and consults local representatives and explain the extent of the construction work in that area; Areas of significance and land which may be sensitive to residents can then be identified in order to avoid the Contractor’s being disrupted by local inhabitants during the execution of the works.
Conducting regular Site visit at least once a month – for the Monthly Progress Meeting and, at the very least, spend a couple of days on Site keep up-to-date with construction activities and for discussions with the Employer’s and Contractor’s Representatives on any matters pertaining to the project related issues and thereby resolve such matters arising on the site during the construction phase.
Monitoring that the Works are undertaken in accordance with their contract and with their contract’s specifications and that the Contractor is complying with the requirements of the Contract. Cognizant of the Engineer’s general duties and responsibilities and in particular the limitations that may be imposed under the Particular Conditions.
Checking and granting the necessary approval to the Contractor’s Contract Securities (i.e. Performance Security, Advance Payment Guarantees, Retention Money Guarantees, Contractor’s All Risk Policies, and Insurance against Accident to Workers) and ensure its validity period and advise the Contractor to renew the securities before it expires.
Ensuring that any information or assistance requested by the Engineer or the Contractor is given in good time and that the Contractor (particularly) is not delayed by a lack of information or by matters which require the Employer’s assistance.
Thoroughly review and grant the necessary recommendation for the Regional Directorate for the necessary approval of the propped sub-contractors in line with the provisions of the Contract without delay.
Keep up-to-date on matters that may be affecting progress and require answers from the Engineer and Contractor and establish the facts at monthly meetings and to question if this may be because of the Employer’s lack of action or the Engineer’s shortcomings in order to avoid a claim situation that may arise between parties in the Contract.
Close follow up of any instructions given to the Contractor by the Engineer advise the Engineer if the site instruction may need the Employer’s prior approval or not before the issuance of the same to the Contractor. And also ensure that a Variation Order is issued by the Engineer and if so required.
Managing and coordinating the overall activities of Contractor and administering the Contract Agreement based on different version of FIDIC Conditions of Contract (i.e. FIDIC Conditions of Contract, Fourth Edition, re-printed in 1992, FIDIC Conditions of Contract, Harmonized Edition, FIDIC Conditions of Contract for Design-Build and Turnkey) as a Contract Administrator.
